Resolutions of the 40th National Convention of the UNF and Affiliates

The 40th National Convention of the Ukrainian National Federation of Canada (UNF) and Affiliated Organizations (AO) assembled virtually on May 15, 2021, extends warm greetings to Her Majesty Queen Elizabeth II, the Government and people of Canada, to the Ukrainian Churches, Ukrainian World Congress, Ukrainian Canadian Congress, and all of their member organizations.  We also send greetings to all Ukrainians of the Diaspora and to the Government and people of Ukraine.
WHEREAS the Ukrainian National Federation of Canada is celebrating its 90th year of uniting Ukrainians across Canada in 2022
AND WHEREAS the Ukrainian Women’s Organization of Canada and the New Pathway Ukrainian News Newspaper, official publication of the organization, were unable to celebrate their 90th year because of restrictions arising from the COVID-19 Pandemic
BE IT RESOLVED that the 90th Anniversary of the Ukrainian National Federation of Canada, the Ukrainian Women’s Organization of Canada and the New Pathway Ukrainian News Newspaper be celebrated with a gala event in the fall of 2022.
BE IT FURTHER RESOLVED that each branch of the UNF, the UWOC, and the Board of Directors of the New Pathway Ukrainian News Newspaper, elect one representative to sit on an ad hoc Jubilee Committee, which will be chaired by a member appointed by the UNF Board of Directors. This committee will meet once a month at minimum, to ensure the success of the event. This committee will provide a budget that will be approved by the UNF Board of Directors.
WHEREAS the Ukrainian National Federation of Canada is a prominent and founding member of the Ukrainian World Congress
AND WHEREAS the Ukrainian World Congress is celebrating its 55th Anniversary in 2022
BE IT RESOLVED that the National Executive send greetings to the Ukrainian World Congress to mark this distinguished milestone.
BE IT FURTHER RESOLVED that the Ukrainian National Federation of Canada remain an active member of the Ukrainian World Congress by continuing to arrange delegates for conventions and participating actively on various committees.
WHEREAS Ukrainian National Federation of Canada is a founding member of the Ukrainian Canadian Congress
AND WHEREAS the Ukrainian Canadian Congress continues to represent Ukrainian Canadian interests and provide strong leadership for the Ukrainian Canadian community
BE IT RESOLVED that the Ukrainian National Federation of Canada continues their support of the Ukrainian Canadian Congress and continues to be active members of the Congress by sending delegates to conventions,  participating in executive committees, and maintaining a seat on the Board of Directors.
WHEREAS the mandate of the Ukrainian National Federation of Canada is to create cultural and educational programming to preserve and promote our rich heritage
AND WHEREAS there are numerous cultural, historical and significant events pertinent to the organization that deserve due recognition, commemoration and celebration on a national scale
BE IT RESOLVED that one person from each branch be selected to sit on the Cultural Committee so that an organized, public, nation-wide UNF program of educational and cultural materials be developed and showcased on officially sanctioned UNF social media channels so that the world may witness the richness of our heritage
BE IT FURTHER RESOLVED that the Cultural Committee actively reaches out to each branch to assess each branch’s capacity, and encourage potential cultural and educational activities that enrich the experience of the membership and promote Ukrainian culture and language.
BE IT FURTHER RESOLVED that funds be earmarked in the National 3 year Budget for Cultural Programming after receiving a detailed project proposal and budget.
WHEREAS October 28th is National Internment Education Day, commemorating Canada’s first national internment operations of 1914-1920, held during the First World War
BE IT RESOLVED that the Cultural Committee and Education Committee ensure that each branch marks this date annually by facilitating or suggesting programming that suits the branch’s capacity and needs. Programming could include but not be limited to, wreath laying ceremonies, poetry, essays, articles, memorial service, awareness campaigns, social media posts or lectures.
WHEREAS the Ukrainian community will commemorate the 90th anniversary of tragedy of the Holodomor 90th year in 2023
BE IT RESOLVED that the Cultural Committee ensures each branch is able to mark this tragedy annually by facilitating or suggesting programming that suits the branch’s capacity and needs. Programming could include but not be limited to, wreath laying ceremonies, poetry, essays, articles, memorial service, awareness campaigns, social media posts or lectures
BE IT FURTHER RESOLVED that the Cultural Committee liaise with the Ukrainian Canadian Congress on their intentions for commemorating this tragic milestone so that the UNF may contribute with impact to our community’s shared grief and our defiance of foreign aggression.
WHEREAS The Ukrainian Schools of the Ukrainian National Federation are a foundational part of the organization, teaching generations of Ukrainian Canadians about the beauty of our language and heritage
BE IT RESOLVED that the Ukrainian National Federation of Canada  continue to provide support to UNF Ukrainian schools by supporting their initiatives to promote school attendance rates, official accreditation for  Ukrainian language High School credits, and to support their shifts into new program delivery methods which will bring UNF Ukrainian schooling to the forefront of educational industry standards
BE IT FURTHER RESOLVED that funds be earmarked in the National 3 year Budget for improving the technological aspect of Ukrainian school program delivery after receiving a detailed project proposal and budget for such a plan.
WHEREAS the COVID-19 Pandemic had made in person learning impossible and Ukrainian School educators were forced to adapt very quickly and creatively, including setting up online virtual classes and learning new skills in order to continue our children’s education
BE IT RESOLVED that the Ukrainian National Federation of Canada officially recognize our UNF Ukrainian Schools publicly in an advertisement in New Pathway Ukrainian News Newspaper by June 2021, giving due praise to the directors and teachers who served our children with creativity and resolve
WHEREAS the Paul Yuzyk Institute for Youth Leadership was created at the Ukrainian National Federation of Canada to educate and grow young leaders
AND WHEREAS the need for a new generation of leadership is required for the continuation of the organization
BE IT RESOLVED that a new standing committee called the Leadership Development Committee be struck with a member from each UNF branch, each UNYF branch and a representative from the Paul Yuzyk Institute for Youth Leadership to assess branch capacities and develop a programming strategy focused on increasing the participation and integration of children, youth or young adults at each branch
BE IT FURTHER RESOLVED that the Leadership Development Committee  develop programming that fosters loyalty to the Ukrainian Canadian community and to the Ukrainian National Federation of Canada as their organization of choice and prepares them for the responsibilities of leadership, ensuring the continuation of the organization
BE IT FURTHER RESOLVED that funds be earmarked in the National 3 year Budget for the Leadership Development Committee which will prepare and submit a detailed plan of action and budget.
WHEREAS the Ukrainian National Federation of Canada is a founding partner of the Canada Ukraine Parliamentary Program
AND WHEREAS this program has had great success in helping form the ideals and practices of future Ukrainian Parliamentarians by giving them real experience in a democratically functioning Canadian governance system
BE IT RESOLVED that the Ukrainian National Federation of Canada continues its support of the Canada Ukraine Parliamentary Program and funds be earmarked in the National 3 Year Budget for this purpose.
WHEREAS the Ukrainian National Federation of Canada has 90 years of  significant historical, archival and cultural items that are irreplaceable pieces of our shared Ukrainian and Ukrainian Canadian identity
AND WHEREAS it is a fact that historical evidence is the basis of a people’s existence and achievements
BE IT RESOLVED that each branch identify a person to actively consult with the Ukrainian Canadian Congress Archiving Committee, develop a survey of their archiving needs and present proposed plans and solutions, including a budget, to the National Board of Directors before December 31, 2022
BE IT FURTHER RESOLVED that once each branch formally presents its needs, that the National Executive will evaluate a strategy to protect the archives of the Ukrainian National Federation in the most effective way possible
BE IT FURTHER RESOLVED that funds be earmarked in the National 3 year Budget for this purpose.
WHEREAS since March 2014 the Russian Federation has waged war against Ukraine and has illegally annexed Crimea and invaded parts of Eastern Ukraine resulting in the deaths of over 13,000 people and the displacement of 1.5 million civilians
AND WHEREAS the Canadian government since the beginning of the war in Ukraine has provided humanitarian assistance in the way of emergency basic health services, safe drinking water, food assistance, shelter and essential relief items
AND WHEREAS the Canadian Armed Forces through Operation UNIFIER and the Military Training and Cooperation Program (MTCP) has provided military training to the Ukrainian military
BE IT RESOLVED  that the Ukrainian War Veterans Association of Canada and the Ukrainian National Federation of Canada and its Affiliates send a joint letter of thanks to the Canadian Government and the Canadian Armed Forces for their unwavering support of Ukraine
BE IT FURTHER RESOLVED that the letter of thanks be sent to the respective Department(s) of the Canadian Government and Canadian Armed Forces and  be posted on the UNF of Canada and Affiliate Organization’s website and social media sites, including an advertisement in the New Pathway Ukrainian News Newspaper.
