Memorial to the Victims of Communism in Canada, a Land of Refuge

As part of the international current of commemorating victims of Communism, various community leaders, government officials and foreign diplomats in Canada suggested building a memorial in the National Capital Region that would recognize these victims, and the contribution Canada has made in coming to their aid. In the fall of 2008 the non-profit organization Tribute to Liberty was created, and a board of directors was established to provide leadership and to take on the work necessary to complete the project.

The Memorial to Victims of Communism will bring the suffering of millions into the public's consciousness. Memorials are essential parts of our national landscape: they serve as important markers for events and people that make up the diverse fabric of our nation. In Canada, over 8 million people trace their roots to countries that suffered under Communism. Since the beginning of the first Communist regime in 1917, immigrants from Communist ruled countries have flocked to Canada in search of freedom and safety.

The Memorial to the Victims of Communism will commemorate the experience of millions of Canadians, and their families, who suffered as a result of Communism. It will raise Canadian and international awareness of “the most colossal case of political carnage in history” (The Black Book of Communism).

Tribute to Liberty (TTL) is a charitable organization founded in 2008 and which provides leadership and has taken on the work necessary to build the Memorial. TTL is governed by a nine member volunteer Board of Directors who represent key ethno-cultural communities affected by Communism. Since its inception, TTL has been working diligently to raise funds for the Memorial and gain the support for the project from the main political parties of Canada. TTL works together with its government partners – department of Canadian Heritage and the National Capital Commission.

Canadian Heritage (PCH) is the lead ministry, facilitating the development of commemorative initiatives and monuments, working closely with the National Capital Commission (NCC). PCH is involved in all stages of the project with TTL and the NCC. Canadian Heritage also plays a role in guiding the development of any interpretive media and provides advice on the final unveiling ceremony.

The total budget for this project will be 3.5 million dollars, which includes, but is not limited to, all costs for the creation of the Memorial. It is planned that the Government of Canada will contribute up to 2.0 million dollars to the budget while the rest will come as contributions from the communities via Tribute to Liberty.

With the help of its partners, donors and supporters Tribute to Liberty has accomplished the following objectives:

• Received approval from the National Capital Commission to build the memorial on National Capital Region land (September 2009)
• Launched the Pathway to Liberty fundraising campaign (October 2009)
• Received Charitable Status (May 2010)
• Commenced the 999 fundraising project to raise $1 million for the Memorial (October 2014)
• National Capital Commission Board approved the Garden of the Provinces and Territories as a site of the Memorial (April 2016)
• Heritage Canada selected 5 teams to present designs for public viewing on March 2, 2017

Tribute to Liberty needs your help to make the following final steps towards completion of this project:

• Raise the remaining funds necessary to build the Memorial
• Coordinate the official unveiling ceremony of the Memorial

• Public viewing of design concepts March 2, 2017
• Jury review and evaluation period March 17, 2017
• Winning design team notified April 3, 2017 (TBC)
• Contract award April 2017
• Detailed design development August 2017
• Fabrication and installation December 2018
• Unveiling of major monument elements December 2018
• Completion of site work/landscape March 2019
