The Manitoba government and the Kherson Regional Military (State) Administration of Ukraine have signed a landmark memorandum of understanding (MOU) to strengthen bilateral co-operation and support Ukraine’s recovery and reconstruction efforts in the wake of Russia’s full-scale invasion, Premier Wab Kinew, minister of intergovernmental affairs and international relations, announced here today.

“This partnership is a reflection of Manitoba’s unwavering support for Ukraine and its people. Manitobans have shed blood during the illegal Russian war in order to stand with Ukraine,” said Kinew. “Our province is home to a vibrant Ukrainian community that has contributed immensely to our cultural and economic fabric. Through this MOU, we are deepening our ties and standing in solidarity with Kherson. We are committed to helping Ukraine rebuild during the war and as a free country after.”

“We congratulate Premier Kinew on his leadership in being the first province or territory to build this kind of partnership. This will be the beginning of a long and lasting economic, social, cultural and people to people partnership. We call upon all Premiers to follow the example set by Premier Kinew” stated Ukrainian Canadian Congress National President Alexandra Chyczij.

The agreement, signed by Kinew and Oleksandr Prokudin, head of the Kherson Regional Military (State) Administration, will bring the parties together and strengthen community connections for collaboration in key areas such as agriculture, economic development, education, health care, sport and culture, and environmental sustainability.

“This is an important step in strengthening Kherson Region’s international co-operation,” said Prokudin. “We are grateful for the trust and support, and we sincerely value the solidarity of the Canadian people. We believe that together with our partners in Manitoba, we will be able to implement many meaningful initiatives for our region.”

The MOU acknowledges the historical and cultural ties between Manitoba and Ukraine and builds on Manitoba’s ongoing humanitarian efforts including welcoming over 30,000 Ukrainians displaced by the war.

This MOU marks an important step forward in international sub-national co-operation, the premier noted.
